New Bridge Reopens Vehicle Route Between West Newbury and Newburyport
A new bridge linking Middle Street and Plummer Springs reopened to vehicles after a final inspection conducted Sept. 22, restoring a crossing that had been out of service since a spandrel wall failed in 2018. The span crosses the Upper Artichoke Reservoir, which provides drinking water for both West Newbury and Newburyport, and replaces an aging structure that served as a key local connector.
The project is estimated to have cost about $3.66 million and was paid mainly with state and federal grant support, including MassDOT small-bridge awards, a MassWorks grant and American Rescue Plan Act funding. Construction was offset in part by a $1 million MassWorks award to West Newbury, and MassDOT Small Bridge grants of $750,000 were given to each town. West Newbury also used $25,000 in ARPA funds in January 2024 to cover expenses needed to secure those grants.
Both communities are receiving reclaimed granite from the old structure for other uses; an early reuse created a retaining wall adjacent to West Newbury’s pickleball courts. A ribbon-cutting with officials from both towns is scheduled for 11 a.m. Friday. Sean Fitzgerald said the project’s completion reflects years of partnership and perseverance and credited former Town Manager Angus Jennings for helping make it happen. Sean Reardon said the new span improves safety, strengthens connections and represents a long-term investment in the region.
